Assessment of the SHÇEK (Social Services and Child Protection Agency) Child Protection System


 


The research was conducted under the auspices of the Social Risk Mitigating Project (SRMP) financed by the World Bank so as to develop SHÇEK’s capabilities in policy research, monitoring and assessment. The goal was to gather reliable data for preparing an action plan towards establishing a satisfactory child protection system in Turkey. The study also aimed to contribute to the formation of a “social services master plan.”

Two quantitative studies were carried out:


·         A census survey: Interviews with 550 foster family children and respective foster families


·         Sample surveys: A total of 5000 intervews with pre-teens and teens in SHÇEK’s boarding institutions, present or past beneficiaries of SHÇEK’s Child and Youth Centers and families receiving social services.


 


More than 100 in-depth interviews and 6 focus group meetings were held preceding the quantitative study and afterwards.
